The Cabinet is meeting this morning to consider a proposal to allow only people who have been fully vaccinated against Covid-19 to be admitted to indoor dining.
It would mean the reopening of hospitality planned for next Monday would be delayed for several weeks.
Engagement with the hospitality sector is expected to begin today.
On his way into cabinet this morning when asked Minister for Transport Eamon Ryan said it is likely that indoor dining will be delayed: 'It is likely to be delayed, we have to make a decision in Cabinet, but yes, I'd expect that'.
