Oscar Traynor Road Housing Dream Turning Sour With Emerging Site Defects

Dublin City Council's affordable housing project on Oscar Traynor Road in Coolock has now been paused after site defects were identified amid a failure to comply with building regulation.

Dublin City Council's Assistant Chief Executive for Housing Mick Mulhern said that it was unclear what impact those defects would have on the delivery of the affordable housing project.

The Oscar Traynor Woods Development is a planned residential community in Coolock which will provide 853 high quality homes as per Glenveagh Properties.

In a report to the City Council, routine inspections by the Building Control Authority show concerns about compliance with some building regulations were raised with the developer Glenveagh.

The report said: "The works were not progressing in a workmanlike manner in accordance with the requirements of the building regulations."

The Labour Party councillor Darragh Moriarty said any failure to meet basic building standards was hugely concerning, especially by one of the country's largest developers.

MeanwhileIndependent Councillor John Lyons described the report as a "bombshell" calling for greater details on the nature of the issues and the remedial action required.

Mick Mulhern said the Council Building Control section raised issues with some works on the site in October or November.

He said Glenveagh issued a "fairly substantial" report and that talks are under way between the developer and the council to deal with the issues identified with early phase housing on the site.

Mr Mulhern said those plans were still being finalised so what impact it could have on the delivery timeline is not clear.

Last year, the development attracted controversy when it was revealed that costs were far greater than expected, with the price of a three-bedroom home up to €475,000.
