The Justice Minister says 'sinister' figures who are leading young people into a life of crime need to be put in prison.
Helen McEntee says incidents like one in Cherry Orchard in Dublin last week in which a Garda car was rammed are a result of 'total contempt' of the law.
The Minister believes some of the problem is with children, anti social behaviour, and recording that to post on social media.
However Minister McEntee says it's also an issue of criminal gangs targeting children to be their pawns - something she's keen to stop with a new bill:
"We have to try and support people from a young age so they don't go down the path of absolute disregard for everybody but then the people who are encouraging them to go down that path need to be put in prison."
