The Tánaiste says the government is seriously concerned about the possibility of a fourth wave of COVID19 before the summer.
Cabinet will decide on Tuesday whether or not any restrictions can be eased in April.
A number of Ministers believe the 5km travel rule should be scrapped and there will be a push to re-open home construction.
Tánaiste Leo Varadkar says any measures they introduce will be careful and considered:
''There will also have to be a message of honesty and realism, because we're not there yet. Cases are rising again. We are genuinely concerned about the possibility of a fourth wave before the summer, before we've had time to vaccinate those most at risk and it will be the middle of May before we've vaccinated all the over-70's and all the people under-70 who have medical conditions, and that has to be the priority.''
